本文分析了影响农民收入增长的主要原因 ,认为农民收入问题已经成为一个制约国民经济和社会发展的全局性问题 ,国家实施的积极财政政策需要向农业和农村倾斜 ,增加对农村基础设施的投入 ,加强农产品价格支持和信息服务 ,以期使农民收入尽快得到恢复性增长 ,刺激最终消费需求 ,实现整个国民经济的良性循环和快速增长。

This article analyzes the major factors that affect the peasants' income, pointing out that the issue of the peasants' income has turned an obstacle to national economic growth and social development. The author suggests that the following measures be taken in order to raise the peasants' income as soon as possible: The government should favor agriculture and the rural areas with positive financial policies. Investment in fundamental facilities in the rural areas should be increased. Supporting price policies concerning agricultural products as well as information services should be reinforced. All this, the author concludes, may help increase the peasants' income and inevitably leads national economy to beneficial development cycles, which, in turn, will promote rapid economic growth.
