三农问题中的“边缘思维”现象探微

A Probe into"Periphery Thought "Phenomenon on the Problem of Farmer,Agriculture and Countryside

从问题解决的路径选择看,我国长期以来在三农问题中存在着“边缘思维”现象,将三农问题置于与其它产业的关系中或在中国现代化的整个历程中进行分析,以期获得解决。这种“边缘思维”现象的逐步形成及定格,以思维惯性左右着三农问题的思考方式及路径选择,使农民这一关键因素长期游离于中心之外,进而影响了三农问题的解决。当前,对“边缘思维”的突破亟待解决两个问题:一是对农民认识的深入,二是加强农民自发趋势与制度创新的研究。

According to the path choice of probl em solving,there is a 'periphery thought 'phenomenon on the problem of farmer,agriculture and countrysid e in China for a long time.That is,to a nalyze the problem of farmer,agricu lture and countryside by placing it in the r elationship between the other industrial structures or by placing it in t he whole course of modernization of China,to expect to solve it.The progressive f ormation and fixation of the'periphery thought 'phenomenon controls the thinking wa y and path choice by inertia and makes the key factor-farmer disso ciate from the center over a long period of time,and finally influenees th e solving of the problem of farmer,ag ricul ture and countryside.At present,th ere are two urgent problems to solve t o break theperiphery thought .One is the deep understanding to farmer;the other is to strengthen the research about the farmer spontaneity tend ency and the creation on system.
