中小企业股份制改革的调查与思考

An Investigation and Consideration on Shareholding System Reform about Middle and Small-sized Enterprises

中小企业的股份制改革已进行多年,如何对此作出正确评价,在理论层面和政策层面都有若干争议。本文在深入调查一个县10家企业的基础上,对中小企业股改存在的问题进行了剖析,认为中小企业股份制改革这一制度创新带有政府操纵的色彩,短时间内依靠政府的优惠政策可以起到积极作用,一旦政策能量释放殆尽,必然会出现挫折和逆转。因此,中小企业的股份制改造必须符合企业内在机制的要求,这样制度创新才能持久。
