也谈群体性治安事件的妥善处置

On Proper Dealing with Group Public Security Incident

群体性治安事件的发生近年呈上升之势 ,本世纪初期也不会下降。妥善处置群体性治安事件是公安机关的重要任务。处置工作中 ,应注意 :情报信息要灵 ;要严格区分事件性质 ,因情施策 ;要严格依法 ,冷静稳妥 ;要始终坚持教育为主 ;打击处理要“少、准、狠、快” ;要有处置预案 ;要深入群众 ,相信和依靠群众 ;要实行严格的责任制 ,形成处置工作的整体合力 ;要加强处置群体性治安事件的队伍建设 ,做好警务保障工作 ;要坚持在党委、政府的统一领导下开展处置工作。

The occurance of group public security incident is increasing in recent years and will not decrease in the early century.Proper dealing with it is an important task of public security organs,but the following should be stressed:(1) Intelligence should be effective;(2) Different measures should be taken according to the strict distinction of the incident nature;(3) Law should be strictly abided by;(4) Education should be consistently insisted on;(5) Dealing with it should be'slight,correct,strong and quick';(6) Approach closely the mass and believe them because they are reliable;(7) The collective joint force should form through the strict liability;(8) The force of police should be strengthened through the guarantee of police's service;(9) The dealing with group public security incident should be under the leadership of the committee of Communist Party and the government.
