"9.11"事件迫使美国政府对其全球战略进行某些策略上的和局部政策上的调整,并为发展中美关系提供了一定的机遇,成为布什政府外交政策的分水岭.但美国外交的基本战略思想、战略框架和基本部署都不会发生根本改变.
Comparing the Bush administration's foreign policy with that of the Clinton administration,Chu found that the formers's policy bears some specific features,i.e.the strong Cold-War mentality,focusing on the traditional military and defense affairs and inclining to take unilateralist diplomatic means.Of course,the Bush administration is basically in common with the previous administration because it also represents America's interest.Chu believes that the United States has adjusted the priorites for its global strategy and has changed some diplomatic tactics and means.First,it regards terrorism for the time being as its major threat and enemy.Second,it pays more attention to the common interest of great powers and the cooperation among them.Third,it has changed its unilateralist approach and improved its relationship with the third world.However,Chu says,the basic strategic thinking,strategic framework and basic arrangement of U.S.diplomacy will not change.
