The article analysis three differences between the basic patterns of civil service between Britain and the United States.They are the employment principles,position classifications and the political positions.Britain has paid attention to the generalists while the States has focused on the specialists.Britain has carried on the grade classifications while the States has practiced position classifications.In characterizing the political positions of the civil servants,Britain had demanded absolute neutrality while the States has only asked relative neutrality.However,the requests,no matter in Britain or in the United States,of the “neutrality” in the civil servants do not mean that they could completely get rid of the manipulation and the control from politics and the political parties.
