Rational Reflection of the Heating Public Management

“公共管理”并不是“重塑政府”的理论 ,也不是行政学发展的一个新的理论范式。在某种意义上 ,它恰恰是西方的工具主义精神的复辟。从学科结构上来看 ,公共管理的概念所表明的只是与“行政管理”、“公共行政”有所不同的研究领域。如果把公共管理作为一种理论来加以介绍和建构的话 ,是有着方向性的错误的 ,但是 ,如果把公共管理的问题作为一个学科来建设 ,则是可行的。

It is a hotspot of the issue on public management in Chinese public administration research recently. We suggest that consider it once again. The theory of public management isn't good enough like western scholars' vaunting in our opinions. We think it is not a kind of theory on inventing government, and is not also a new paradigm in the course of public administration evolvement. It is only come back to the western instrumentalist pneuma in a sense. On the version with the structure of knowledge, the research on the public management gives us a new field some distinct to the administration and public administration. But we would bear a fallacy to gain fictitious canon if think it as a new exoterica. We like to regard it as a subject to study.
