民办非企业单位在经济社会发展中发挥着日趋重要的作用 ,加强民办非企业单位党的建设具有异乎寻常的现实意义。而从广州市的情况来看 ,民办非企业单位党的建设在实践中却明显相对滞后 ,主要表现为党建工作覆盖面不广、党员管理难度大、党员管理体系尚未理顺等问题。存在问题的原因是 :思想认识没有完全解决、组织关系接转困难、党建工作力量不足、对管理归属的理解差异性大。为此 ,要从民办非企业单位的实际出发 ,针对存在的突出问题 ,采取切实有效的措施 ,加强民办非企业单位党的建设。
