本文分析了国民素质与可持续发展战略的关系 ,指出实施可持续发展战略必须建立在广大人民群众、经济社会主体的科学文化素质提高的基础上 ,教育是实现从被动强制性可持续发展到自觉选择性可持续发展的关键 。

The article analyzes the relationship between national quality and strategy of sustainable development. The enforcement of the strategy of sustainable development must base on the improvement of quality of the mass, or social-economical subject; education is a key factor from passively sustainable development to positively selectivity sustainable development. The authors put forward education system of sustainable development.
