民用航空为社会公众服务,但在人、财、物大流动的新时期,不断有危及民用航空飞行安全的行为发生,对社会、对乘客、对国家造成严重危害,甚至在国际上造成恶劣影响,针对这些违法行为的特点采取有效的管理措施已迫在眉捷。
The civil aviation serves for the public. In the new period when the people, the wealth, the goods are in transported in large quantities, the actions which harass the civil aviation safety are happening continually, causing the passengers, the countries great damages, even causes bad influence internationally. The setting up of efficient administration methods according to these illegal actions is in urgent need.
