环境保护中政府社会性管制的经济分析——以汽车尾气治理为个案

Economic Analysis of Government Social Regulations in Environmental Protection A Case Study in Controlling Automobile's Emissison

本文从公共管理的研究要求入手 ,首先对经济学微观管制理论中的几个基本概念进行尝试性的修订 ,其次结合环境保护 ,特别是针对汽车的尾气治理个案 ,强调了政府在环境保护中所实施的社会性管制 ,最后从公共管理的分析高度 ,指出要处理好“三个结合” :经济发展与环境保护的有效结合、“生产性污染”治理与“消费性污染”治理的有效结合、环境保护中公共利益与私人利益的有效结合。本文重点分析了微观经济管制理论中的核心理论外部性理论 ,并指出环境保护不仅仅是经济责任的合理分配 ,更重要的是社会责任 ,甚至包括道德责任问题。

Nowadays government social regulation is intensifying,while economic regulation is diminishing in scope.This thesis redefines the economic concept of social regulation,from the perspective of public management,taking social aims as the fundamental feature of regulation.Further,it is suggested that there are three'combination concepts'relevant to environmental protection,which must be satisfied.They are:efficient combination of economic development and environmental protection;efficient combination in the control of pollution in processes of production and consumption;efficient combination of public and private interests.The thesis argues that governmental protection of the environment should not be limited to economic matters,but should also be concerned with broad social perspectives.
