摘要
20 0 0年 9月 ,笔者赴美国洛杉矶加州州立大学学习一年。期间 ,对美国政府高层公务员选拔管理机制进行了深入考察。考察内容包括 :美国政府高层公务员的选任方式 ,考察公务员的方式及量化方法 ,班子结构及群体效率 ,能下机制及其配套环境 。
In the Sep of 2000, I went to state university of California and studied for one year. In the duration, I made an on-the-spot investigation about selection mechanism of American governmental high-ranking servants. The investigative items involved the selection system of governmental high-ranking servants, test and quantitative analysis to servants, the makeup of group and the efficiency of the collectivity, abdicated system and correlative environment, the effective linkage of supervisory institution, etc.
