With the deepening of reform, hospitals should develop in amanner favourable to the improvement of quality and efficiency, andthus enter the market step by step. As a reform measure, the systemof two-level management, accounting and distribution by the hospi-tal and the departments can facilitate the implementation of technicaleconomic responsibility system, quality and efficiency targets man-agement, job contract system, and the responsibility system for hos-pital director and department directors.
