以西方经济学的基本原理为基础,分析了政府干预和市场调节的利弊,提出了两者协调发展的关键在于政府职能的转变,并结合重庆市的具体情况,阐明了重庆市政府职能转变的战略及对策。

This article analyses the advantages and disadvantages of governmental intervention and market regulation by using the basic theories of western economics, and suggests that the main point of how governmental intervention and market regulation coordinately develop be that the governmental functions have to be transformed, and expounds the strategies of Chongqing Government to deal with its function fransformation under the existing conditions of the city.
