在计划经济体制下.农业不是也不可能成为一个独立产业,其结果只能是社会效益可观、经济效益甚微甚至倒贴,吃苦的是农民。社会主义市场经济体制的逐步确立,为农业走向市场带来了希望,首要的是确立市场经济观念。丘陵地区大搞农业资源的综合开发是使农业走向市场的重要途径,综合开发上了水平,实现“三高”农业就大有希望。搞农业综合开发的途径很多,但都必须以市场为导向、科技为先导、经济效益为中心,大搞农业产加销一条龙、贸工农一体化是提高农业综合开发整体水平、实现“三高”农业的必要途径。

Under the planned economic system,agriculture is not or unable to be an independent indus- try but is only remarkable in social efficiency while little in economic efficiency.It even has to pay for upkeep of labors and in the result,the farmers have to suffer from this.The establishment of the market economy sense has brought agriculture hopes to enter markets.The prime important thing for us to do is to establish the sense of market economy. It is an important way for the people in the hilly areas to go all out to make comprehensive development of agricultural.Once the comprehensive development reaches the certain level,there will be great hopes for us realize the high output,high quality and high efficiency.There are a lot of ways of comprehensive development of agriculture.However,when any way is taken,we must always keep in mind that the market is the direction,science and technology are the guide and e- conomic efficiency is the center.To make agricultural production,processing and marketing a co- ordinated process,and to integrate trade,industry and agriculture are the indispensable ways to raise the entire level of comprehensive development and to realize them.
