The packaging for propellant with Al foil/plastic Laminated film as inner bag and with the fiber pail as outer container was introduced. The pallet,the requirements and the teat method were also described. This new packaging was an institution to the traditional sealed metal boxblus wooden outer container. Both economic and socialbenefits were obtained obviously.
