深化铁路运输投资与价格改革的设想

国家对铁路投资的宏观调控表现在资助重点项目、提供政策性贷款等，铁道部、地方政府、企业必须有铁路投资决策权。发展铁路必须利用其他行业资金，仅靠征收铁路建设基金是不够的。铁路运价改革的取向是在统一运价基础上扩大分线、分区运价，铁路公司实行独立运价。国家定价还将是铁路运价的主要定价方式，但它不等于固定运价。
