本文分析了当前在我国区域和城市发展中存在的主要问题，指出必须从加强不同地域和层次的规划协调工作，研究制定以规划为依据的空间政策，以及健全完善有关法规和法制建设等几个方面，来加强对区域和城市发展的规划指导与宏观调控作用。

This article analyses the main problems existing in the regional and urban development in China,points out the importance of planning coordination at different levels and the formulation of space policy based on planning in order to build and complete a certain related legal construction and make it function to provide guidance and regulation in the planning of the regional and urban development.
