This Paper introduces the knowledge representation language and the architecture and functions of the KBE (knowledge based editor) of the CESS which is a VLSI CAD oriented expert system shell. A general way of disigning for KBE and it is implementation, also some problems encountered When realizing using prolog are studis in this paper.
