我国目前正处在从计划经济体制向市场经济体制过渡的转轨时期,又处于从低收入水平向中下收入水平迈进的高速增长时期。投资体制的改革和大量投资的形成对于促进90年代国民经济又快又好地发展十分重要。而在建立社会主义市场经济新体制的过程中,投资政策的合理运用,又是投资改革和投资发展的基本保障。从投资政策赖以发挥的机制变化入手,分析投资政策所面临的现实问题,提出投资政策的目标、内容和措施,是本文基本的逻辑。

China is now at the turning point Changing from planned economy to market economy, and is in a economic high growth period from low income to low of middle income. Reforming investment structure and raising large funds are of great significance to make the national economy grow faster and healthier in the 1990s. In the process to build the new mechanism of socialist market economy, rationally using investment policies is the basis of investment reform and development. This article?starting with the change of mechanism on which the investment policies depend, will analyse the problems of present investment policies and put forward the goals, contents and measures of investment policies.
