我国劳动力市场的培育与发展研究

Establishing and Developing China's Labour Market

本报告主要从确立市场主体、培育运行机制和调整国家干预的角度,设计我国劳动力市场发展的总体目标,并拟定实现这一目标近期应采取的对策措施。报告立足于三个基本要求,一是把研究目标放在中期和近期,即以今后七年时间为限,特别突出今后两、三年的改革进程;二是以劳动力市场为准绳,评判以往劳动领域的各项重大改革并提出深化改革的方向和道路;三是力求突出可操作性,集中研究面临的难题和实践方法。

From the point of establishing market main body, developing operation mechanism and adjusting state intervention, this article designs the development goal of China's labour market and puts forward the measures which should be taken in the near future in order to achieve the goal. This report has three main topics. Firstly, the goal of research should be on middle and long term basis. That is , taking the next seven years as time limit, the reform process in the following two or three years should be stressed oni Secondly, taking the labour market as criterion, we should evaluate the important reform measures having been taken in labour field and find ways to deepen reform; Thirdly, we should lay emphasis on serviceability of the policies and study the problems facing us and the countermeasures.
