1994年美国国会最惠国问题的争论已经开始。今年最惠国问题能否解决，并将采取何种方式解决，这是人们普遍所关心的问题。本文分析了克林顿总统的两难处境以及解决最惠国待遇的5种可能性。作者认为，今年克林顿有可能还会采用另一个行政命令来延长中国的最惠国待遇。从最近中美两国官员的频繁接触，并在政治、外交经贸方面取得重大进展和达成协议，可以看出克林顿是有意改善中美关系并逐步调整以往的政策。中美关系的总趋势是向好的方向发展。

U. S. Congressional debates on MFN trading status for China in 1994 havestarted. People are showing great concern about whether or not this issue will besolved and how. By analysing Clinton's awkward dilemma and five possible waysto renew China's MFN status, the author finds that most Probably Clinton willhave to issue another Executive Order to deal with the question of MFN newal. This can be clearly seen from the frequent contacts between government officials of the two countries and great progress and agreement made in politics, foreign affairs and economics and trade. It is shown that Clinton is wi1ling to improve the Sino-US relationship and gradually adjust the policy towards China. Inshort, Sino-US relationship is developing in a favorable direction.
