The Transnational Operation of Chinese Large petroleum Enterprises

生产与资本的国际化是世界经济发展的必然趋势。可以预见,跨国经营将进入全盛时期。作为跨国经营的主体,跨国公司也将有大的发展。我国大型石油企业应当顺应此潮流,发挥自身在知名度、资源实力、技术、装备及规模效益等方面的优势,克服体制不顺和跨国经营经验不足等方面的弱势,从扩大产品销售入手,通过与大型跨国公司合作,与主权国合作,横向兼并以及到海外承揽国际劳务等多种手段,进入国际石油勘探开发市场,开展跨国经营。为达此目的,我们必须从现在起,在转变观念,招聘和培养人才,开拓筹资渠道,建立国际市场信息网络,赋予企业必要的权力等方面做好充分准备,逐步把我国大型石油企业办成能跻身世界大公司之列的跨国石油公司。

The internationalization of production and investment is the inexorable developmental trend of the world economy. It can be expected that transnational operations will move into a period of full bloom. As the subject of this activity, transnational corporations will also greatly develop. China's large petroleum enterprises should adapt themselves to this trend. Chinese petroleum enterprises should make full use of their advantages in reputation, technology, equipment, resources, and economic strength, while seeking to eliminate the weaknesses of their organizational system and lack of experience in the area of transnational operations. The development of transnational operations should begin with an expansion in products marketing followed by an entrance into the international petroleum exploration and development market. This entrance into the international market can be facilitated in a number of ways : the large petroleum enterprises of China may begin to cooperate with transnational corporations and host governments; form agreements with non-petroleum businesses such as banks, and trading corporation for additional assistance ; and begin to contract for international labour services. To achieve this goal of transnational activity we must now begin to transform our outlook, recruit and train professional personnel, widen channels of financing, develop information networks on the international market, and transfer some requisite decision making power to the enterprises. Only in this manner can the large Chinese petroleum enterprises gradually mature into transnational petroleum corporations of world class.
