摘要
世界现代石油工业的发展经验表明,石油上游业务与下游业务统一由一家公司经营,有利于形成一个独立的,相互支持、相互补充的整体,从而获得最佳经济效益和高速发展。国际经验也证明,在同一个国家内,同时存在一家以上的一体化大石油公司,在竞争的基础上逐步自然地形成各自重点业务或活动地区是完全可能的。鉴于以上两条国际经验,本文提出:我国应顺应石油企业经营一体化的客观经济要求,进一步放宽政策,加快发展四家大公司的经营一体化。在此基础上,通过不断竞争,不断完善,经过若干年,逐步建立起几个强大的、有活力的一体化石油公司。它们各有侧重,竞争发展,共同构成我国石油工业体系。
The regularities revealed in the development history of the modern international petroleum industry indicate that a upstream and downstream petroleum industry under the operation of a single corporation is a most favourable condition for the forming of an entirely independent, mutually supporting and mutually supplementing structure with the capacity to bring about great economic benefit
and high-speed development. International experience also proves that should more than one large integrated petroleum corporation exist in any given country simultaneously then it is possible for these corporations based on competition to coexist and to complete -their own major operations within their distinct spheres of influence. In view of the above experience , this article presents the idea that China
comply with the objective demands of integrated op-
erations and further lift restrictions to speed the integration of the four large corporations. Based on this plan four to five integrated petroleum corporations would be gradually established in the coming years through continuous competition and improvement. A new Chinese petroleum industrial system would come into being composed of these corporations each with its distinct operational emphasis.
