我国石油进出口贸易结构变化带来的影响及我们应采取的对策

The Effects of China's Import-Export Petroleum Trade Analysis and Countermeasures

进入90年代以来,我国原油和成品油进口剧增,出口锐减。石油对外贸易结构的变化已影响到国家外汇的收支平衡,加大了我国经济对国际石油市场的依赖程度。对于这种影响,我们必须有清醒的认识,及早采取有效的战略部署与措施确保我国国民经济持续高速增长所需的石油的稳定供应。为此提出6条对策:设立直属国务院的能源对策委员会;加强节能,减少进口;加快实施海外石油开发;大力发展天然气工业;加快石化企业技术改造,适应石油来源结构的变化;加快建立与完善我国的石油战略储备。

Since the end of the last decade, imports of crude and oil products to China have increased dramatically while Chinese exports have decreased. This structural change in petroleum trading has affected the international balance of payments and weighted China's dependance on the international oil market. Clearly consideration should be given to the effects of such changes. China should immediately adopt an effective strategy or countermeasures to safeguard the steady on supply which is essential to our national economy- The following are six potential counter-measures to be taken: establish an energy counter-measures committee directly under the State Council ; reinforce energy - saving measures and decrease oil imports squicken the pace of overseas oil development ; focus efforts on the development of the natural gas industry; accelerate technological innovation in the petrochemical enterprises in order to match the structural changes of oil sources; establish national strategic reserves as soon as possible.
