An Economic Appraisal Method for Oil and Gas Field Development Projects

俄罗斯经济正处于重大变革时期,对于像油气田开发这样的大型投资项目必须改变以往的经济评价方法,不仅要评价这类项目能给国民经济带来的经济效益,还要评价其能给实施这类项目的石油企业带来的效益。油气田开发经济评价应确定以下经济指标:销售总收入、投资、生产费用、总利润、纯利润及综合表明项目投资效果的指标(如内部收益率、投资回收期等)。对内部收益率和投资回收期等指标的计算要考虑资金的时间价值,采用动态的方法计算。在计算出评价指标后,还应在考虑地质、技术、经济和财务风险的基础上,对项目风险做出定量分析。

Methods used for appraising high investment oil and gas field development projects are in need of reform. Economic benefits brought by the development project to the petroleum enterprise itself,as well as those brought to the state, should be taken into account. It is suggested that the following index be adopted: Total Sales Revenue, Investment, Operating Cost, Total Profit, Net Profit, Internal Rate of Return, and Payable Period'etc. After the index is computed , project risks should be numerically analyzed. The use of this method in Russia,which is currently in a state of transformation, is discussed as an example.
