海洋高新技术产业园区的分阶段发展模式

A Stage─by─Stage Development Model for Ocean High Technology Park

本文在对我国的海洋产业及天津海洋高新技术产业园区深入调查研究的基础上，提出了适合我国国情的海洋产业园区的分阶段发展模式，即适合于初创阶段的以旧改新模式，适合于起步阶段的“一大一小”模式，适合于成长阶段的以副养主模式，适合于成熟阶段的以园区养园区模式及适合于覆盖阶段的以点带面模式。

A stage-by-stage development model is suggested for the development of Ocean High Technology Park on the basis of studies of the ocean industry in China and Tianjin Ocean High Technology Park. During the preliminary period,old factories or enterprises should be fully used to provide a base for a new hightech park. During the early stage,a park of considerable size should be accompanied by a small one. For the development stage,a sideline park should be operated to support the principal park. When reaching the maturing stage,mutual support between parks should be exercised and in expanding stage, one successful park should lead a group of new parks.
