摘要
本文考察了营口地区海洋与海岸带资源的现状和开发水平,指出目前存在着开发意识落后、缺乏统一规划、资金短缺等问题,在此基础上提出从现在到21世纪30年代加强传统项目开发,然后逐步转向现代项目开发这一两步走的发展战略。
The article analyzes the current situations of the ocean and the seashore resources in Yingkou region and its developing level. For the several problems such as backward consciousness in exploiting, lack of unified planning and capital, it advances a two-step develop-ping strategy, namely, from now to 2030's strengthening to develop traditional projects, then gradually transfering to exploit the modern ones.
