移民安置人口平衡是移民安置规划的重要内容之一．本文主要探讨移民安置人口平衡理论、方法反应用，提出在研究分析确定各移民区环境容量和合理选择移民安置区的基础上，对安置区进行人口环境容量分析，使各淹没区迁出人口与安置区安置人口在符合移民安置原则下达到平衡，从而保证移民系统生产、生活水平逐步恢复和提高，使移民安置方案最优．本文提出移民安置人口平衡的基本思路、方法、数学模型、数据采集与整理，并通过算例说明理论和方法应用的可行性．

he balance of resettlement population is important in resettlemant planning. The key is that,on the basis of determining the environmental capacity of a resettlement arca,the capacity of popu lation envronment of the resettlement area is analysedand the principle of population balance in the resettlement area and submerged area,is ensured so that the output val ue and the living standard in the resettlement system can be raised step by step, making the resettlement project optimun. This pdper mainly deals with the theory of resettlement popultion balance methods of resettlement and the application of the theory,meanwhile, the train of thought,method and mathematical model of resettlement pepulation balance are presented,and an example prove is given to show the feasibility of the theory and method.
