摘要
提出的水库防洪系统多目标决策模型,是以水库大坝安全、堤防安全、水库防洪保护区淹没损失最小为目标,首先生成实时防洪调度的多目标非劣解,然后以多个防洪效果指标为评判标准,寻找最佳协调解。该模型考虑了防洪系统各部分的特点,并可将专家经验结合到防洪实时调度中。该法能有效地降低防洪系统的洪灾风险,是一种新的、有效的调度方法。
multi-objective decision making model for the flood control system has been established,the safety of reservoir itself,the flood losses of the zone protected by the reservoir and the safety of dykes are considered as the objectives to form the non-inferior solution。 Then, the multi-index of flood control effectiveness is considered as the criterion to find out the best compromise solution。The characteristics of flood control engineering systems and experts experiences are considered in this model. Not only can the whole loss of the flood control system be decreased,but also the flood risk can be decreased effectively at the same time。It is a new effective flood control method。
