对广西1994年洪水灾害促进龙滩建设的思考

Flood calamity in Guangxi in l994 gave impetus to start the construction of Longtan Project

１９９４年广西遭受了巨大的洪灾损失，总数约为１８０亿元，大体上相当于龙滩水电站的投资。龙滩水电站除发电外，尚有５０亿ｍ￣３的防洪库容，在１９９４年洪水情况下，可将梧州洪峰削减至安全泄量以下。目前龙滩前期工作基本完成，上马是眼前的事。由于资金短缺，准备工作进度迟缓，影响了正式工程开工。因此，应千方百计设法筹集资金，解决龙滩电站的兴建问题。

Guangxi suffered heavy loss brought forth by the flood in l994.Flood occurredeven twice near Wuzhou city.It is estimated that the amount of flood loss reached l8 billionyuan RMB. Main cause of the flood loss is shortage of flood retention reservoirs on the upperreaches. Longtan reservoir on the Hongshui River has been selected as the main target.Tremendous work has been carried out about this project and the investment is estimated at12.3 billion yuan RMB. Taking price escalation into consideration,it is around 30.bil.yuanincluding World Bank loan.This is equivalent to the flood loss approximately.
