摘要
本文根据船舶防污监督管理的内容、特点，系统地提出了船舶·违章排污造成污染事故的调查取证程序、方法、内容、综合分析方法．还阐述了作出处罚决定的内容，防治措施的要求和依法处罚的原则．
According to the content and feature about proventing pollution and supervising adminis tration of ship,the article systmaticaly pointed out the procedure,method content and synthetical analysis methed about survey and getting evidence of pollution accident that is caused by ship that dis charging pollution breaking rules and regulations, and elaborated content of punishment,requirment of Prevent and control measure and principle of punishment in accordance with law.
