我国严重的资源问题是自然资源无价或低价的价格政策和片面强调经济发展的赶超战略造成的。人类共同面临的资源环境危机实质上是自然资源再生产与社会再生产矛盾的危机，它源于以追求物质享受为特征的人类社会发展模式和资源产权制度的失效．解决问题的途径是自然资源价值化，以及自然资源产权社会化、配置市场化的制度创新。

The serious resource problems are caused by the resource price policy and the 'cathching up with & surpassing strategy' of economic development. The resource & environment crisis that human being confronts with is essentially the crisis of contradictory between natural resource reproduction and social reproduction. It comes from the social development model that stresses on material life, and the failure of resource property system. The settlement ways of the crisis are natural resource valuation, property socialization and disposition market.
