Opening the Door of the Land of Plenty and Accelerating the Development of Sichuan

本文是作者在中国四川经济发展和国际合作研讨会上的发言。作者认为，开放、改革、发展是四川经济发展的主题，四川大开放、大发展已成燎原之势。四川开展国际合作，不限行业，不限规模，不限所有制性质，不限合作方式，不限途径，不限投资方式，四川开展国际经济合作的重要领域是在基础设施和重大项目，优势拳头产品和传统产业，外资对国有企业进行嫁接改造，农业和高新技术产业，等等。为着实现上述合作，将采取一切措施为投资者创造一个良好的环境。

Abstract The author agrees that opening, reform and development are the main themes of Sichuan's economic development. There will be no restrictions on industries, scales, ownership characters, cooperative methods, and the investment resources for developing international economic cooperation in Sichuan. The fields involved in international economic cooperation are of the infrastructure and important projects, the leading products and traditional industries, transforming of the state enterprises by using foreign funds, agriculture and high and new technological industries, etc. The measures of creating a good environment for investors will be taken in order to carry out the above cooperations.
