Establishing the Plan-senses for Market Economy

作者认为，建立社会主义市场经济不是否定计划，只是扬弃传统的计划，为此，必须确立市场经济的计划观。在宏观调控中，计划或规划的任务是确定宏观调控的目标，而金融、财税等政策则是实现宏观调控目标的手段。对某些垄断性行业、对国家财政预算，还必须实行指令性计划。

Abstract We should establish the plan-senses for market economy because the socialist market economy is not equal to cancel plan in economic activities, but develop what is useful and discard what is not. The task of plan in economic activities is to decide the aims of macro-economic control and regulation, while the financial and taxation policies are the measures of macro-economic control and regulation. The mandatory plans should be still working in the monopoly industries and national financial budget.
