再论国有企业的产权问题

On the issue of State-owned firm's property rights again

本文是作者在《中国工业经济研究》上发表的《关于国有企业产权的几个问题》中提出了“所有制也是一种经济手段”的观点后．遭到了一些人的蛮横批判后而写的一篇说理性的辩驳文章。文章再次从多方面深入浅出地论证了“所有制也是一种经济手段”这一最简单最基本的道理，澄清了一些思想认识上的模糊观念和“左”的东西。文章认为，改革传统的国有制是为了使国有制的有效实现途径，是为了使国有资产更好地发挥作用，更能适应社会生产力的发展要求。文章充分地阐述了邓小平同志一再强调的改革就是解放生产力和发展生产力，社会主义的本质就是解放生产力、发展生产力这一马克思主义的基本观点。

Abstract The author explained his viewpoint that 'ownership is also an economic measure' in his article which was published in the China industrial Economics Research journal. He writes this paper due to some people's criticizing his above viewpoint. This paper expounds his above opinion once more, clarifys some ambiguous concepts in thinkings. It thinks that, reform the traditional State ownership in order to look for the effective realizing way for the State ownership, get the State assets given their full play and be more suitable to the needs of developing social productive forces. This essay demonstrates thoroughly the point, which is emphasized repeatedly by Deng Xiaoping, that reform means liberating and developing the productive forces and the essence of socialism is liberating and developing productive forces - the Marxism's basic point.
