建立社会主义市场经济体制，就是要使市场在国家宏观调控下对资源配置起基础性作用。市场经济是一种经济运行体制，不属于社会基本制度范畴，但是和一定的社会基本制度结合在一起的经济体制；市场经济的基本特征是市场对一国的资源配置起着基础性作用；在社会主义市场经济中，市场对资源配置的基础性作用是在国家宏观调控下实现的。

AbstractEstablishing socialist market economy is to have market under the macro-regulation and control by the State and playing its basic function of deploying resources.Market economy is a kind of economic running system which does not belong to the realm of basic social system;it is an economic system combining with certain basic social system. The basic feature of market economy is that it plays a fundamental function of resource deployment. In socialist market economy,the basic function of market to resource deployment is fulfilled under state macro-regulation and control.
