现代市场经济具有自身的制度结构，绝非简单的供求法则所能概括。制度是现代市场经济运作与发展的柱石，不仅产权安排是市场交易和现代企业制度的基础，而且制度结构影响着人类的选择和自身的发展，提供了人类相互影响的框架；此外，制度对于＂价格矫正＂和技术创新均发挥着重要作用。在当代，市场经济作为一种制度，不可能简单地通过价格自由化而建立，必须依靠政府发挥主导作用才能建立并发展起来。

AbstractThe reform of urban housing system in our country, through theoretical exploration and trial practices for several years, has been developed in a certain degree.However,generally speaking,it is still in a stage with public accumulation as the chief investor, high welfare with low rent as the main condition. The sluggishness in housing reform has not only delayed the housing construction but also obstructed the overall process of reform. Quantitative analytic method has been made by the paper on the welfare scale of urban housing in China and its surprising growth as compared with other countries and areas. Basic rent value readjustment for housing in our country has been suggested. Government participation in house construction and allocation will be converted to market mechanism with indirect regulation by the government only. And the problem of people's household will be listed into social security: dwellers have their own houses. The system of housing finance will take the place of government function.
