新疆阿尔泰地区的“三水”资源及开发利用

阿尔泰地区水资源十分丰富,但目前开发利用极不合理,仅就地表水来说尚有90％的资源未能发挥作用;即使地表水绰绰有余,也要“三水”统一调配,建立一套能灌能排的水利设施,方能保障农牧业永兴不衰。
