在中国，农业问题一直是一个重要问题。农村经济改革以来，农业有了巨大发展。但在大发展之后，新的问题产生了。农业基本建设停滞，农业负担沉重；农业经营效益很低；农业经营将要面向市场，农产品消费者要求农产品质量提高；还有其它许多问题。在这种情况下，农业如何进一步发展，作者在该文中提出了对策。
