三峡工程湖北库区是全国贫困山区。三峡工程的兴建，给库区经济发展带来了机遇和希望。库区经济发展战略依据是：三峡水利枢纽给库区经济发展提出了总体要求；开发性移民方针给库区经济指明了方向；长江经济带开发格局给库区经济发展带来新机遇；丰富的自然资源为库区经济发展准备了必要条件；各方对口支援为库区经济发展注入了新的活力。总体战略思想是；依托＂一点一线＂（三峡重点工程、沿江一线），立足当地资源，抓住四大机遇（投入、审场、调整、开发），加速开放开发，促进协调发展。战略目标是：到２１世纪初，把库区建成与三峡工程相匹配的工业实力雄厚，一、二、三产业协调，城乡繁荣，生态环境良性循环，移民安居乐业的新库区。

The Three Gorges reservoir area within Hubei Province is one of the poorest hilly regions of china.Construction of the Three Gorges Project provides opportunity of developing the economy in this area.The bases of working out the strategy developing the economy in the reservoir area are:overall requirements,specified by Three Gorges Project,of economic development in the reservoir area;the economic development orientation confined by the policy of resettlement with development;new opportunity created by the Yanstze economic development program;abundant natural resources in the reservoir area;various assistance from departments concerned.Total strategic thoughts developing the economy in the reservoir area are:to rely on the Three Gorges Project and the Yangtze economic development belt;to utilize local natural resources;to grasp four opportunities of input,market,adjustment and development;to speed up development with opening to outside;to promote compatible development.The strategic objectives of developing the economy in the reservoir area are:by early twenty one century,changing the reservoir area into a new one of powerful industrial strength matching with Three Gorges Project, developing compatible first/second/third industries,forming prosperous cities,towns and countryside,creating favourable cycle of ecological &.environment evolution.and ensuring relocatees'living and working in peace and contentment.
