调长江之水 解河南之渴──浅谈南水北调中线是解决河南缺水的根本途径

河南省缺水日趋严重的主要原因和主要表现，已引起全社会之关注。解决河南缺水的几种途径：一是挖潜节水，充分利用当地水资源；二是从黄河干流引水；但均受到水资源量少的制约，难以从根本上解决河南缺水状况。只有借南水北调中线工程向华北调水之势，从长江调引部分水量，才是解决河南省缺水的根本途径。汉江有水可调，且水质优良；中线工程技术上可行；地理条件也有利于自然引水、输水、供水。中线工程对河南省也有不利影响，主要是土地损失多，移民安置任务重，工程量繁重．施工任务艰巨。但中线工程的调水效益显著。解决华北、北京、天津及河南省严重缺水状况，非南水北调中线莫属。

Water shortage in Henan province is becoming more and more serious and all people of this province shows concern for it.It is not practical to solve water shortage problem by utilizing local water resources and obtaining water from Yellow river,because water resource is scarce in both Henan province and Yellow river.Middle route S-to-N water transferring from Hanjiang river is the only efficient solution.Hanjiang river has a plenty of transferable water with good quality.Favorable geography and topography conditions effectuate water conveying by gravity.On the other hand,unfavorable impacts of S-to-N water transferring on Henan province are mainly a large area of land to be allocated for water transferring canal and structures and the heavy and complicated task of relocatees'resettlement.However,middle route S-to-N water transferring project has tremendous benefits,and is the one and only best way solving serious water shortage of north China,including Beijing city,Tianjin city and Henan province.
