摘要
南水北调中线工程,可从根本上缓解华北地区严重缺水的状况。河北省水资源人均占有量仅276立方米,公倾均仅2280立方米,不足全国平均数的1/8和1/10,预测2000年全省平水年和中等干旱年的缺水量,分别为110亿立方米和189亿立方米,均在南水北调中线供水区范围内。中线工程具有水源充足.调水量大,水质好.自流供水,管理运行简便等优点。特别是中线总干渠位于河北省太行山山前地区,位置高,控制范围大,总面积达6.31万平方公里,这里交通发达,资源丰富,是河北省经济最发达的地区,也是最缺水的地区,南水北调中线工程的实施,将对河北的经济高速发展.社会进步奠定牢固的基础,经济效益、社会效益十分显著,同时还将极大地推动河北省水利建设基础产业的发展,我们将不失良机,把这一工程建成一流设计、一流质量、一流管理和一流效益的工程。
Serious problem of water shortage in north China would be fundamentally solved by building the middle route south-to-north water transferring project (MRSNWTP). Hebei province is poor in water resources, with currently available annual water supply per capita of merely 276 cubic meters, and that per hactare of just 2280 cubic meters-less than one eighth and one tenth of the respective averages in China. Water demand prediction for Hebei province by the year 2000 shows that the average annual shortage of water amounts to 11 billion cubic meters for a mean water year and 18.9 billion cubic meters for a medium drought year. MRSNWTP has advantages of a plentiful transferable water quantity, good water quality, convenient water conveysnce and distribution by gravity and simplicity of management and operation. The general main canal within Hebei province runs along the fringe of Taihangshan mountain, and because of its position in high terrace, water supply would cover a large area of up to 63.1 thousand square kilometers. The main beneficiary is Hebei's most developed districts with efficient transport facilities and plentiful natural resources but severe suffering from water shortage. Implementation of MRSNWTP will promote the development of ecomomy and society in Hebei province as a whole, and particularly will boost the development of infrastructure industries associated with water resources construction. All best efforts will be done to effectuate this project.
