以历史地震为例，叙述了明清两代在地震活动频繁的台湾地区进行地震救灾的程序、组织体系、救灾对策等，为制定防震减灾对策提供了参考。

Taking the historical earthquakes as a example,the procedure,organization system and disaster reliefcountermeasures of Taiwan erea in the Ming Dynasty and Qing Dynasty are described,it may serve as refer-ence for making coutermeasures of earthquake preparedness and disaster reduction.
