从长远规划看西北电网的调峰问题

The Problems of Peak Load Regulation From the Viewpoint of Long-term Development Plan in Northwest China Power System

本文从长远规划角度论述了西北电网的调峰问题，包括研究调峰时宜采用的负荷特性指标、对未来电网峰谷差的预测、电网联合调度水、火电厂峰谷差出力情况、解网运行的调峰出现的矛盾，目前调峰存在困难的原因、解决未来调峰问题的建议。透过问题的分析说明解决西北电网调峰问题的两大要素，一是加快水电建设步伐和水库的合理调度；二是加强电网建设与电网的联合调度。这两个问题处理好了，西北电网调峰问题将得到很好解决。

This paper,which assesses the peak load regulation from the viewpoint of long-termdevelopment plan,discusses the load charateristics used in study of peak load regulation, the esti-mation of difference between peak and vallcy load in the future, the conditions of power genera-tion of the plants during the centralized dispatch of network, the contraditions of regulating peakload during unlink network, the difficulties of peak load regulation at present and the proposals tosolve such problems in future. Through analysis of these problems,the suggestion to NorthwestChina power system are presented,that is①to speed up the hydropower construction and todispatch the reservoirs optimally,②to enhance the construction of network structure and en-force the centralized dispatch of the network.
