公益林生态效益价值补偿探讨

Towards Compensating the Ecological Benefits of PubliC good Forests

本文分析了公益林的生态效益和价值构成，指出了公益林生态效益价值补偿所存在的问题，并提出了实现补偿的一些可行途径。公益林为社会提供了巨大的生态效益，但目前其价值却得不到应有的补偿，这就妨碍了公益林的发展，因此，应对公益林的价值补偿机制进行深入的研究，并在体制上给公益林的价值补偿以政策支持，以便使公益林的建设能够稳步地发展。

ublic good forests contribute enormous ecological benefits to society,but their valueshave not been compensated adequately. As a result,the re production and management of public good forests can not be sustained. In view of this,the mechanism of value compensation forpublic good forests should be further studied, and the importance of compensation should be re-vealed to the government as well as to the public. The purpose of this palper is to analyze the eco-logical benefits of public good forests and their value composition,and finally to propose someapproaches to the compensation。
