摘要
外部性与公共物品的存在导致市场机制对环境资源配置的失灵,深层的原因在于产权不明确。为此必须强化政府的宏观调控与管理职能:一要尽可能明确环境资源产权,促进形成环境产权交易市场;二是运用法律和行政手段对环境资源进行调节,建立政府调节机制。
