摘要
本文研究了国家科技经费集资与分配系统,提出了系统整体优化框图,建立了国家科技经费投资规模预测模型,多渠道集资的动态模拟模型和分配优化的模糊多目标规划模型,并进行了系统仿真运算和结果分析。
This paper studies the raising and allocation system for National Research and Development (R & D) funds and gives an optimization block diagram of the system. Forecasting models of the investment scale for National R & D funds, a dynamic simulation model of multi-channel raising and fuzzy goal programming model of funds allocation system are built. Finally, advice on the policy of National R & D funds allocation are proposed.
