摘要
本文在分析了县联社改革的必要性和可能性的基础上,对当前县联社的改革作了初步探讨——变复合型领导体制为单一型领导体制;科学地设置县联社的职能机构,逐步形成科学的管理模式;在千部人事工作中引人竞争机制,对管理人员实行公开招聘。
This article makes a preliminary exploration of the present reform of joint cooperatives in the county based upon the analysis of the necessity and possibility of the reform of joint cooperatives in the county.The author comes to a conclusion that the complex leading system is changed to the unitary leading one, the functional structure of the joint cooperatives is scientifically set up, the pattern of scientific management is formed step by step, the competitive mechanism is introduced in the work about cadres and personal affairs and public notice is given of administrative personnel to be filled.
