摘要
根据国际及我国财政金融方面的统计资料，探讨我国的投资政策，进而对水电项目筹集外资的途径以及外资使用方式提出建议。
Based on the statistics about the international and the Chinals economic conditions the writer studied the Chinals investment policies, and offered his proposals concerning the way of raising the foreign capital and the way of its utilization.
